Inbound Code Review

Introduction.

The mission of the OpenDaylight Project, Inc. (“ODP”) is to facilitate a community-led, industry-supported open source framework, including code and architecture, to accelerate and advance a common, robust Software-Defined Networking platform ("Technical Work Product"). It is ODP’s policy to comply with all applicable state and federal laws, including those protecting intellectual property rights.   The purpose of this ODP Inbound code Review Policy is to avoid incorporation of unlicensed third party materials into the Technical Work Product. 

Policy.

All code submissions into the project will be accompanied by a Developers Certificate of Origin (DCO): 

By making a contribution to this project, I certify that:

(a) The contribution was created in whole or in part by me and I have the right to submit it under the open source license indicated in the file; or

(b) The contribution is based upon previous work that, to the best of my knowledge, is covered under an appropriate open source license and I have the right under that license to submit that work with modifications, whether created in whole or in part by me, under the same open source license (unless I am permitted to submit under a different license), as indicated in the file; or

(c) The contribution was provided directly to me by some other person who certified (a), (b) or (c) and I have not modified it.

(d) I understand and agree that this project and the contribution are public and that a record of the contribution (including all personal information I submit with it, including my sign-off) is maintained indefinitely and may be redistributed consistent with this project or the open source license(s) involved

Information regarding submissions and DCOs will be captured and preserved so that the identity of any submission can be identified at any point in time. 

Submissions will be provided with license compliance information for the submission in a form that, at a minimum, will include all of the information that would be required to be provided in conjunction with distribution of the software. 

Submissions will also be provided with information sufficient to permit confirmation of license terms for all additional third party copyrightable components introduced as dependencies to the submitted source code.  These components include additional software, fonts, graphics, trademarks, etc..

License compliance review will be performed by ODP on an ongoing basis to confirm the license compliance information. 

Policy Implementation and Oversight

The evolution of the specific process used for review will be overseen by the Intellectual Property and Legal Committee.

The Intellectual Property and Legal Committee will make a recommendation to the Board regarding the adoption or update of the Policy and will oversee the implementation of the process on an ongoing basis.
